Authority, but with errands
There is no grand ministry of magic in Claire's life. No polished institution. No marble hallway where destiny waits with a clipboard. There is the Council of Elders, and the miracle of it is that it works at all.
What It Is
The Council is made of ordinary people carrying extraordinary responsibility badly, bravely, or both. One can imagine them giving ancient advice between mundane obligations. That is exactly what makes them fit this world. Magic here is not separated from life. It has to commute with it.
Atmosphere
Practical, imperfect, occasionally intrusive, and more human than anyone expecting a grand fantasy authority would believe.
